Charles asks why the seemingly laudable philosophy underpinning the principles of Care in the Community, went so badly off-track; and considers whether the outcome was predictable. He analyses the formation and implementation of current care policy (based on the concepts of inclusiveness and normalisation), and cites the many organisations and bodies involved in its failure.
